West queries China over Pakistan atom ties - sources (Reuters)

VIENNA (Reuters) ? Western nations pressed China at closed-door nuclear talks to provide more information and help address concerns about its plans to expand an atomic energy plant in Pakistan, diplomatic sources said on Wednesday.

But China showed no sign of reconsidering its position on building two more reactors at the Chashma nuclear power complex in Pakistan's Punjab region, said the sources who attended a June 23-24 meeting of the Nuclear Suppliers Group (NSG).

Beijing's nuclear ties with Islamabad have caused unease in Washington, Delhi and other capitals. They are worried about Pakistan's history of spreading nuclear arms technology and the integrity of international non-proliferation rules.

Washington and other governments have said China should seek approval for the planned reactors from the NSG, a 46-nation, consensus-based cartel that seeks to ensure nuclear exports do not get used for military purposes.

Beijing is likely to shun such calls, arguing that the construction of two additional units at Chashma would be part of a bilateral deal sealed before it joined the NSG in 2004. China also supplied the facility's first two reactors.

The United States and European countries made statements at the meeting in the Dutch town of Noordwijk that "both expressed concern and asked the Chinese to provide more information", one diplomat who attended the talks said.

"The Chinese came back and said that as far as they were concerned Chashma 3 and 4 came under the agreement that was grandfathered when they joined in 2004 and that is as far as they feel they need to go," the diplomat added.

The NSG's annual plenary session addressed a range of nuclear-related issues, and agreed to tighten guidelines for the transfer of sensitive enrichment and reprocessing technology that can be used to develop nuclear weapons.

But a statement about the talks did not mention Chashma.

"It is a very sensitive topic," said one European official.

POSSIBLE COMPROMISE?

Another diplomat who declined to be named said: "A number of countries expressed concern and requested more information. There was a brief response from China."

Close relations between China and Pakistan reflect a long-standing shared wariness of their common neighbour, India, and a desire to hedge against U.S. influence across the region.

Chinese nuclear companies have not issued detailed information about when they will start building the new units, but contracts have been signed and financing is being secured.

To receive nuclear exports, nations that are not one of the five officially recognised atomic weapons states must usually place all their nuclear activities under the safeguards of the U.N. International Atomic Energy Agency, NSG rules say.

When the United States sealed a nuclear supply deal with India in 2008 that China and other countries found questionable because Delhi -- like Islamabad -- is outside the nuclear Non-Proliferation Treaty (NPT), Washington won a waiver from that rule after contentious negotiations.

Pakistan wants a similar civilian nuclear agreement with the United States to help meet its growing energy needs.

But Washington is reluctant, largely because a Pakistani nuclear scientist, Abdul Qadeer Khan, admitted in 2004 to transferring nuclear secrets to North Korea, Iran and Iraq.

Pakistan tested nuclear devices in 1998, soon after India, and both nations refuse to join the NPT, which would oblige them to scrap nuclear weapons.

The first diplomat suggested that a possible way forward on Chashma was if China said that the two new reactors would be the last it claims do not need approval from the NSG.

"What in reality is needed is something that says: this is it, this is the end. And if Chashma 3 and 4 are the end, that is possibly a price worth paying," the diplomat said.

Nuclear analyst Mark Hibbs said he believed China would press ahead with its Pakistan reactor plans and that there were divisions among other NSG states on how to respond to this.

"A kind of 'don't ask, don't tell policy' ... would be very damaging for the credibility of the NSG," said Hibbs, of the Carnegie Endowment for International Peace.

Even though it was raining steadily at Coffin Field in Brewer on Tuesday afternoon, Deer Isle-Stonington and Ashland were able to complete their Eastern Maine Class D softball championship game. The Mariners earned a 28-2 victory in 4 1/2 innings.

However, the wet field conditions and continuing rain forced the postponement of Tuesday night?s Class B softball final between Bucksport and Caribou to Wednesday at 3 p.m.

The same situation occurred at the EM baseball regionals at Mansfield Stadium in Bangor. The Class B final was completed with Waterville beating Bucksport 10-0, but the Class D title game pitting Katahdin of Stacyville vs. Bangor Christian was postponed to Wednesday at 3 p.m.

At Coffin Field, puddles had formed in the infield late in Tuesday?s Class D final. Since the field would have taken too long to be prepared for game two and the rain continued, Brewer athletic administrator Dennis Kiah and Jeff Sturgis of the Maine Principals? Association made the decision to move the Class B contest to Wednesday.

Wednesday?s softball schedule is as follows: Caribou and Bucksport will kick off the day at Coffin Field at 3 p.m., while the Class C contest between Dexter and Central of Corinth will start at 7 p.m., as originally scheduled. The Class A game featuring Brewer and Messalonskee of Oakland is slated for a 7 p.m. first pitch at Cony High in Augusta.

Wednesday?s championship slate in baseball will also feature three games, with the Class C regional between Foxcroft Academy and Calais getting under way at 7 p.m. at Mansfield, while Bangor and Lewiston will battle for the Class A title at Morton Field in Augusta at 5 p.m. The Class D final features Katahdin and Bangor Christian at 3 p.m. also at Mansfield.

The UK's biggest public sector union, Unison, has warned that it is "on the road to industrial action" over changes to public sector pensions.

Its general secretary, Dave Prentis, said there would be sustained strike action this autumn if a deal can't be reached with the government.

A TUC delegation and the government have having talks since February. A final meeting is scheduled for 28 June.

If there is no agreement, Mr Prentis said Unison would ballot its members.

Mr Prentis has been leading the talks for the unions alongside Brendan Barber, general secretary of the TUC.

But he said those discussions were not going well: "We haven't made any progress really on the big issues", he said.

In order to try to reduce the rising cost of public sector pensions, the government is seeking a 3% increase in employee pension contributions, which amounts to a doubling for many public sector staff.

The government did not comment on Mr Prentis' comments.

Unions say that plans under discussion also include reducing pension benefits and expecting staff to work for longer.

Speaking ahead of Unison's annual conference next week in Manchester, Mr Prentis said the union was preparing the membership register for a ballot which would be one of the biggest undertaken in the UK.

Balloting would take several weeks but he is convinced its outcome is assured.

"I've got no doubt whatsoever that everything is being put in place to enable us to win the ballot," he said.

Mr Prentis said the union was looking at how to ensure that the industrial action was sustainable. "This will be a major dispute," he said.

"It will not be one day of action - it will be long-term industrial action throughout our public services to prevent destruction of our pension schemes."

Unison represents 1.3 million workers across in areas including local government, health care, education and the voluntary sector.

Separately, 750,000 public sector workers are already due to strike on June 30th.

On Tuesday the National Union of Teachers (NUT) and the Association of Teachers and Lecturers ( ATL ) will reveal the result of their ballot for industrial action over pension changes.

The following day the Public and Commercial Services Union (PCS) will publish the result of its ballot over jobs, pensions and pay.

Bill Gates: $4 billion vaccine pledge historic

Bill Gates calls it historic first that poor nations will get same child vaccines as rich nations. Bill Gates's foundation pledges more than $1 billion toward effort.

LONDON ? Donors promised to give a global vaccines body more than $4 billion to help it protect millions of children from diseases like measles, pneumonia and yellow fever.

At a one-day pledging conference in London on Monday, British Prime Minister David Cameron announced the U.K. would provide 814 million pounds ($1.3 billion) of new funding up to 2015.

Australia announced on Sunday it would commit $211 million to the Global Alliance for Vaccines and Immunization, and the Bill & Melinda Gates Foundation declared it would donate more than $1 billion to the cause.

GAVI is an alliance of organizations including the Gates Foundation, the World Health Organization, UNICEF, major vaccine makers and others. The group buys injections for the world's poorest countries. They estimate about 2 million children die every year from diseases that could have been prevented with a shot.

"Today is an important moment in our collective commitment to protecting children in developing countries from disease," said Ellen Johnson Sirleaf, president of Liberia, in a statement.

Daniel Berman, a vaccines expert at Doctors Without Borders, said it was exciting so much money had been pledged and that many lives would be saved. But he questioned whether the millions of taxpayer dollars would be spent properly.

Executives from major vaccine companies also sit on GAVI advisory boards and influence their purchasing policies. GlaxoSmithKline Plc and Pfizer Inc. each get a subsidy of $225 million to produce pneumonia vaccines ? which are then purchased by GAVI for about $3.50 a dose.

The subsidies are intended to convince vaccine makers to produce injections that aren't normally profitable. But in 2008, Pfizer reported making nearly $3 billion in sales from the shot. "Why are we lining the pockets of big pharma like this?" Berman asked. "That just screams conflict of interest and corporate welfare to us."

Health officials hope to vaccinate more than 250 million children, saving about 4 million lives in the next few years.

"For the first time in history, children in developing countries will receive the same vaccines against diarrhea and pneumonia as children in rich countries," said Bill Gates, co-chair of the Gates Foundation, in a statement. "Together we must do more to ensure that all children ? no matter where they live? have equal access to life-saving vaccines."

Previous research has been raised about whether vaccines bought by GAVI are actually making it to the children who need them.

Several years ago, a study published in the journal Lancet showed dozens of developing countries exaggerated figures on how many children were vaccinated against deadly diseases, allowing them to get more money from GAVI. Researchers said only half as many children were immunized than was claimed by countries.

Other experts warned more money wouldn't solve the problem and that donating vaccines to countries with broken health systems might mean they just end up sitting in warehouses.

"We need to be mindful of the fact that investment in vaccines is not the magic answer to global health issues such as pneumonia and diarrhea," said Sophie Harman, a public health expert at City University in London. "Without proper funding commitments to health infrastructure...any investment in vaccines will be redundant."

Mini Book Review: The Season by Sarah MacLean ? Turn the Page

?Seventeen year old Lady Alexandra is strong-willed and sharp-tongued ? in a house full of older brothers and their friends, she had to learn to hold her own. Not the best makings for an aristocratic lady in Regency London. Yet her mother still dreams of marrying Alex off to someone safe, respectable, and wealthy. But between ball gown fittings, dances, and dinner parties, Alex, along with her two best friends, Ella and Vivi, manages to get herself into what may be her biggest scrape yet.

When the Earl of Blackmoor is mysteriously killed, Alex decides to help his son, the brooding and devilishly handsome Gavin, uncover the truth. But will Alex?s heart be stolen in the process? In an adventure brimming with espionage, murder, and other clandestine affairs, who could possibly have time to worry about finding a husband? Romance abounds as this year?s season begins!?

Sometimes a girl just wants to sit down with a cheesy period romance. The Season is a predictable read, but a fun one nonetheless and I enjoyed the added element of a murder mystery in this regency romp.

Alex was your typical sassy (and at times ? spoilt) heroine, who dislikes ball gowns and all the activities a young lady of that time should enjoy ? but who, once you put in said hated ball gown (I think she?s kidding herself here ? for a girl who professes to not care about such things ? she spends an awful lot of the time thinking and talking about hair and gowns), transforms into the stunning beauty it was always obvious she was ? and well, you?ve seen it all before.

I liked Alex, Ella and Vi well enough ? it was nice (if unrealistic), to read about not only one, but three, girls with their own talents and desires beyond marriage and society ? although Alex?s determination to stay unwed flies out the window fairly quickly (as soon as she sees a certain someone?s broad shoulders in a suit). At times I felt they were rude, naive and silly and more often than not it felt like three 21st century girls had just been plonked into regency london, but it was nice to read about a heroine with a social life and support group outside the main love interest. As out-of-place as they were, I would have liked to have seen more of the three together?(MacLean ? can I tempt you to write a sequel or two, one each for Ella and Vi perhaps?).

Gavin was just as you?d expect ? ridiculously handsome, charming, rich, and the two of them had the beginnings of a teasing, flirtatious banter which, sadly, never quite got there. Rather than being a new mysterious stranger in Alex?s life (with the required reputation of being a rake), Gavin is an old and close friend ? a refreshing change in a YA romance. I would argue that more background between the two main characters was needed, to better establish their relationship. Gavin is also supposedly in mourning for his father ? though we don?t really see much of that either.

Did it make me roll my eyes? Well yes ? more than once. Cliche? Certainly. There was a rather pantomime-like villain whose identity was obvious from the start, characters who were all far too modern and liberal to be believed, I?m still not quite sure how Alex managed to overcome the bad guy holding a gun at the end and the romance was sweet, if a little lacking. For all that,?The Season is an enjoyable period romance (personally ? it?s far too chaste, though perfect for a YA audience). If you?re a fan of the genre and a younger reader then I would recommend you give it a go.

Adele Postpones Concert Dates Due to Illness


Bad news for the good folks out west: Due to laryngitis, Adele has been forced to cancel five dates on her current North American tour.

A statement on the singer's website reads:


Adele - Rolling in the Deep (Live)

She was diagnosed last Thursday in Minneapolis, MN, where doctors ordered immediate rest and postponement of that night's engagement at First Avenue. Adele performed on Saturday evening in Denver, CO (Ogden Theater) which proved too early a return to the stage. Adele’s show last Sunday evening in Salt Lake City, UT was postponed last minute when her illness worsened. Adele has also been forced to postpone shows in Vancouver, BC (Orpheum Theatre) on May 31, Seattle, WA on June 1 and Portland, OR on June 3.

The tour will resume on June 4 in San Francisco, CA.
