The U.S. Department of Homeland Security (DHS) is responsible for programs in counterterrorism, border security, immigration, and disaster preparedness, response, and recovery. Through the Federal Emergency Management Agency (FEMA), DHS coordinates the federal response to natural disasters and large-scale emergencies that impact families and individuals.

FEMA also administers the Emergency Food and Shelter Program (EFSP), which is authorized under the McKinney-Vento Homeless Assistance Act and is separate from FEMA?s disaster-related (Stafford Act) programs.
